The European Commission (EC) is launching every year a call for proposals for developing International Mobility scheme by the so-called
ERASMUS
MUNDUS program. Consortia of Higher Education Institutions (HEI) are invited to propose programs before a given deadline (this year
2010, April 30
th) to be evaluated and eventually granted by EU.
The Education, Audiovisual and Culture Executive Agency (EACEA) is a public body created by the Decision 2005/56/EC of the European
Commision adopted on 14 January 2005. Its role is to manage European funding opportunities and networks in the fields of education and training,
citizenship, youth, audiovisual and culture. The EACEA is responsible for the management of all actions of Erasmus Mundus 2009-2013, including the
EM ECW, under the supervision of the DG EAC of the European Commission and EuropeAid - European Commission Co-operation Office (AIDCO).
The program is shared in 3 actions:
Action 1
- Proposals for developing thematic master courses (EMMC:Erasmus Mundus Master Courses) and thematic PhD training (EMJD: Erasmus Mundus Joint Doctorate).
- Consortia propose integrated schemes for courses and research in a given field.
- EC contributes to the program by providing some scholarships to students (7 to 17) and some support for the organisational costs.
- The EC support is provided for 5 editions of the program.
- Consortia are generally small (4 to 6 partners), but with many associate members and may include European HEI and third country HEI.
Action 2 (formely named External Cooperation Window)
- Proposals for developing Mobility at all academic levels (or a set of academic levels) independently to a given thematic.
- 2 strands are available: strand 1 (financed by Cooperation and Development instruments of the EC) and strand 2 (financed by Industrialized
Country Instrument).
- The action is shared in "lots" depending on the geographical zones.
- EC contributes by providing scholarships to all the selected students/staff in mobility.
- The EC support is provided for 1 edition of the program. Consortia are generally big (10 to 20 partners) and have to include European and
Third country HEI.
Action 3
- Proposal for the promotion of the European Space of Higher Education.
The total amount of the EC support for the 2009-2013 period is more than 900M euros.
The objectives of the EM ECW
- To develop higher education teaching and learning capacities of Third countries;
- To promote cooperation between sending and hosting institutions (transfer of know-how and good pratices);
- To enable talented students to benefit from the experience of pursuing academic studies in another country and, thus, combat poverty;
- To contribute to provide good students from vulnerable groups with further education and professional development;
- To enhance the skills and qualifications of foreign higher education staff so that they can contribute actively towards improvement of quality;
- To build the capacity of the administration and public and private sector by participation of their staff in higher education mobility activities
(especially through doctorate and postdoctorate activities);
- To improve the transparency and recognition of studies and qualification, considering the Bologna process;
- To enhance in the medium term the political, cultural, educational and economical links between the EU and Third Countries, through common
values.
